Last weekend's contingency plans for a chemical terrorist attack showed glaring errors, according to a disaster management expert Jeff Charlton of cbr-response said the police and emergency services were unprepared for a real life attack. He said: "The photos published in the press show the first responders wearing equipment the wrong way round, and one showed a police officer with a level C suit inspecting for gas when he should have been wearing level A to protect him if he found it."

According to Charlton, unless sensible contingency plans are put in place, the cost of building decontamination, which in the US reached between $24m and $32m for just two anthrax letters, many properties could become unsalvageable.
