An in-person Fraud Charter roundtable at Frederick’s in Islington brought together 17 senior counter fraud specialists to discuss ghost broking, AI-enabled crime, public attitudes to opportunistic fraud and the key threats set to shape 2026
Insurance Times hosted its final Fraud Charter of the year on 9 December 2025, bringing senior counter fraud specialists together for a face-to-face discussion at Frederick’s in Islington, London.
The in-person roundtable, held in association with Carpenters Group, welcomed attendees from across the UK general insurance market, including representatives from the ABI, Aviva, Hiscox, the Insurance Fraud Bureau and the Insurance Fraud Enforcement Department (Ifed).
Insurance Times editor Katie Scott co-chaired the session alongside Donna Scully, director at Carpenters Group.
The agenda opened with a welcome from Scott and Scully before moving to an update from Ifed. Nik Jethwa, detective chief inspector and head of Ifed, outlined the unit’s recent enforcement activity, with a particular focus on action against ghost broking.
Attendees then examined how artificial intelligence (AI) is expanding fraud risks. Matt Gilham, director at Whitelk Fraud Performance Consulting, discussed the growing use of generative AI tools in cyber attacks and low-skill criminality, referencing trends highlighted in Anthropic’s August 2025 threat intelligence report.
The group later explored public understanding of opportunistic fraud following November 2025 data from Ageas that showed 23% of UK adults surveyed did not view nondisclosure to insurers as a criminal act.
