The new deadline is expected to be August next year with the possibility of a further extension to December 2003.
The move contrasts with events in Europe where the European Commission ordered that government subsidies for airline insurance be terminated.
However, leading European airlines have managed to arrange commercial cover at lower rates than the old government-backed schemes.
