Lloyd’s of London has appointed Fiona Luck and Sean McGovern as deputy chairs of its council, following the departure of the two prior position holders.

McGovern, who joined the council in 2023 as a corporate external member, steps into the new role following the departure of Andrew Brooks.
And Luck, who has served on the council since 2018 as a nominated member, replaces Lord Mark Sedwill, who departed the council in November 2025.
Luck will also take on the role of senior independent director of the council, subject to regulatory approval.
Strategic priorities
Lloyd’s said that its council – responsible for the “management and supervision of the market” – normally has three working, three external and nine nominated members, with the working and external members elected by Lloyd’s members.

It added that the deputy chairs are elected annually by the council from among its members.
Victoria Carter, who has served as deputy chair since 2021, will continue to work alongside Luck and McGovern.
Sir Charles Roxburgh, chair of the Lloyd’s council, said: “I am delighted that Luck has taken on additional council responsibilities as our senior independent director and to confirm both Luck and McGovern as our new deputy chairs.
