Lloyd’s has appointed Stephane Flaquet as its new chief operating officer, with the former Hiscox executive set to join on 1 September 2025.
Flaquet will report directly to Lloyd’s chief executive, Patrick Tiernan, and sit on the executive team.
His remit will include overseeing services to the Lloyd’s market and the corporation itself, as well as managing technology, data and change portfolios.
He will also be responsible for operational resilience of the market infrastructure and all activity related to the ongoing Blueprint Two transformation programme.
Experience
Flaquet brings 30 years’ experience in operations, change delivery and digital strategy across international markets.

He most recently served as group chief operations and technology officer at Hiscox, which he joined in 2010, having previously held senior roles at AIG and Capital One.
He replaces George Marcotte, who has been serving as interim chief operating officer since September 2024.
Tiernan thanked Marcotte for his leadership during the interim period, adding that his “expertise and insight” had been invaluable to the corporation’s progress.
Speaking about Flaquet’s appointment, Tiernan said: “After a thorough search I am confident that Flaquet is the right person to lead Lloyd’s operations function and execute the operations strategy.
“His experience will be integral to delivering operational excellence, flexibility and scalability to the corporation and the market. This will drive efficiencies and modern working practices to meet the challenges of our evolving insurance market. I look forward to having him in my team.”
