Aon has appointed Leon Walker as its new Europe, Middle East and Africa (EMEA) captives leader.

In his new role, Walker will be responsible for driving strategy, transformation and sustainable growth across Aon’s captives business in the reigion.

He will report to Ciaran Healy, global captives leader at Aon, and will work closely with the EMEA risk capital team to further advance Aon’s capabilities.

His appointment comes after the UK government confirmed in July 2025 that “following careful consideration of the consultation responses, the government, working closely with the financial regulators, intends to proceed with the introduction of a new UK captive insurance framework”.

Aon said the news was likely to result in more demand for UK-based captives.

Experience

Walker joined Aon in 2022 to lead UK inpoint, the carrier engagement team, providing data-driven consulting and advisory services to insurers and reinsurers. 

With nearly two decades of experience across broking, market development, sales and insurtech, his career also includes senior positions at WTW and Lloyd’s of London and business development leadership roles at high-growth technology providers Instanda and AdvantageGo.

He will take up his new role on 1 January 2026.
