Insurance Times rounds up the top five stories making headlines across the market from 8 December to 12 December 2025

Among the top stories this week was the FCA confirming a package of regulatory changes as part of its programme to simplify insurance rules and reduce compliance costs for firms.

Hosted within a wider update on rulebook streamlining, the FCA said it would remove the mandatory 15-hour continual professional development requirement and give insurers and brokers discretion to determine appropriate CPD levels for staff.

The FCA also removed the requirement for firms to review products every 12 months amongst other moves, stating that review frequency should now be based on risk rather than a fixed timetable.

Meanwhile, Ecclesiastical Insurance appointed David Hockey as its new director of schemes and partnerships.

Hockey, who will join the firm in January 2026, currently serves as chief executive of Admiral Business, having led the group’s transition into the SME market through broker, partner and direct distribution channels.

This week also saw confirmation that Rob Flynn, Intact UK’s chief transformation director for commercial lines, would step down at the end of December 2025.

Flynn’s exit is the latest in a series of senior leadership departures from Intact UK, including distribution and proposition director David Enoch and commercial lines managing director Sonya Bryson.

PIB Group confirmed that it completed a record 27 acquisitions in the year to September 2025. The broker made deals across Italy, France, Poland, the UK, Ireland, the Channel Islands and Iberia.

As the group moves into 2026, PIB plans to adopt a more targeted M&A approach focused on enhancing capabilities and generating value in its core growth markets of Spain, the Netherlands, Germany and France.

Finally, Mission announced the launch of its new UK MGA, Kovrilo, which will offer a range of commercial insurance products for SME clients through a flexible, tech-led underwriting platform.

The MGA is expected to go live in early 2026 and will be led by Tim Smith and Sonia Habib, both of whom join from Jensten Group.
